For Round 1, applicants must submit a complete set of standard federal assistance forms and core project details. The required elements include: a fully completed SF-424 (Application for Federal Assistance) along with SF-424A (Budget Information for Non-Construction Programs), SF-424B (Assurances for Non-Construction Programs), and, when applicable, SF-LLL (Disclosure of Lobbying Activities). Applicants are instructed to email cultureKTM@state.gov to obtain the correct forms. Beyond the forms, the abstract must clearly state the project title, timeline, and geographic/site location; provide a project budget; and include applicant identification and contact details, including the organizations DUNS number and SAM registration status. The abstract must also note any special designations tied to the site or collection (such as national monument status or World Heritage designation), cite the relevant laws protecting the site or collection (citations only), and include two narrative components: a brief purpose statement summarizing objectives and expected results, and a statement of importance explaining the historic, architectural, artistic, or cultural values of the site or collection, with the notice underscoring a non-religious framing for cultural value.

Cost sharing is allowed but not required. The announcement states there is no minimum or maximum required cost participation for this competition. However, if an applicant proposes cost sharing, that commitment becomes binding as part of the eventual award agreement. The applicant must track and report any cost share or outside funding, and those contributions are subject to audit under 2 CFR 200. Cost sharing can be provided as allowable direct or indirect costs, meaning organizations may contribute resources in multiple compliant ways as long as they are properly documented.

The notice also highlights federal registration requirements tied to the funding level. Any applicant seeking USD 25,000 or more in U.S. federal assistance must have a DUNS number, a NATO Commercial and Government Entity (NCAGE) code, and an active registration in the System for Award Management (SAM) before submitting a full proposal in Round 2. It provides guidance for obtaining a DUNS number at no cost (via a toll-free line or the Dun and Bradstreet federal webform), obtaining an NCAGE code through the NATO Support and Procurement Agency portal, and registering in SAM.gov, which is described as the U.S. Governments official, free registration system that replaced older federal contractor and assistance registries.

Selection follows a two-stage review pathway beginning with Embassy screening. In Round 1, the U.S. Embassy in Kathmandu will review submitted abstracts and then forward selected submissions that align with mission strategic priorities to the Cultural Heritage Center in Washington, D.C., where projects receive final rating and ranking. Institutions whose concepts are judged competitive will be invited to submit a full proposal for Round 2, at which point the Embassy provides more detailed proposal development guidelines.
