The Trinity River Restoration Program (TRRP) Watershed Grant Program Administration opportunity is a Bureau of Reclamation funding solicitation that will make one cooperative agreement award to a single organization that can serve as the Program Administrator for a large, multi-year restoration grant program. Rather than funding one on-the-ground project directly, this award is meant to support an entity that can run the overall watershed grant program, including setting up and managing a competitive subaward process and overseeing multiple restoration projects carried out by local and regional sub-recipients. The work is focused on improving habitat for Southern Oregon/Northern California Coast (SONCC) coho salmon and other anadromous fish, specifically by supporting tributary-based habitat restoration in the Trinity River basin.

Geographically, the funding is limited to tributaries of the Trinity River between Lewiston Dam and Weitchpec (where the Trinity meets the Klamath River), and it explicitly includes the South Fork Trinity River and its tributaries. Projects on the mainstem Trinity River are not eligible under this program, and neither are projects in tributaries located above Lewiston Dam. The goal is to target tributary actions that measurably improve fish habitat conditions and address limiting factors such as excessive fine sediment, impaired water quality (especially temperature and flow), loss of rearing habitat, barriers to fish passage, disease risks tied to water conditions, and reduced movement of sediment and large woody material that supports habitat complexity.

Eligible applicants for the single administrator award include state governments, local governments (including counties), federally recognized Tribal governments, and qualifying nonprofit organizations (including 501(c)(3) nonprofits). A key point is that subrecipients funded through this program must meet the same eligibility categories as the prime recipient, so the Program Administrator must be prepared to structure its subaward competition and contracting accordingly. The award ceiling is $2,675,000, and because only one award is expected, applicants are instructed to apply for the full amount. No cost share is required, but matching funds and in-kind support are encouraged and can strengthen the overall funding plan; however, expenses incurred before Reclamation signs the agreement are not reimbursable.

The selected Program Administrator is expected to run an annual Request for Proposals (RFP) process with a pre-proposal phase followed by a full proposal phase. Reclamation and the TRRP agencies coordinate with the Program Administrator during the early screening (pre-proposals), and then the Program Administrator leads the process to rank and recommend full proposals using established rating criteria. The selection emphasis is on projects that deliver fine sediment reduction and/or habitat improvements with the greatest expected benefit for anadromous fish survival and recovery. Funded projects must also align with Reclamation authorities (including CVPIA-related authority) and be consistent with identified priority project types and tools such as the SONCC coho recovery planning priorities and the Klamath Basin Integrated Fisheries Restoration and Monitoring Plan prioritization tool.

Program administration responsibilities are extensive and include contracting, schedule management, fiscal oversight, and performance monitoring for both construction and non-construction projects. The Program Administrator must ensure each subrecipient has appropriate project management capacity, and for any construction project the subrecipient must have a Project Manager responsible for implementing the work according to stamped engineering or professional construction plans and ensuring all environmental requirements are met. The Program Administrator must also provide quarterly and annual reporting, facilitate annual coordination and prioritization meetings with TRRP agencies, and produce additional summary reports as requested by Reclamation. The solicitation also requires the Program Administrator to create and maintain a public-facing website that explains the funding program, posts solicitation schedules and requirements, supports annual proposal solicitation, and lists awards by year.

A major emphasis of this NOFO is environmental compliance management. All subaward projects require National Environmental Policy Act (NEPA) compliance before any ground-disturbing work can begin, and they must also comply with applicable federal, state, and local laws related to environmental and cultural resources, including (as applicable) the Endangered Species Act (ESA), Clean Water Act (CWA), and National Historic Preservation Act (NHPA), along with Tribal consultation and State Historic Preservation Officer coordination when required. Reclamation will serve as the lead federal agency for NEPA and will decide the appropriate level of NEPA review (for example, categorical exclusions, environmental assessments, or potentially environmental impact statements). To streamline Reclamation review, the Program Administrator is required to have (on staff or as a consultant) an Environmental Compliance Manager who is professionally qualified and experienced in federal compliance processes, particularly NEPA, and who can coordinate and quality-control environmental documentation prepared by subrecipients so it is near-final before Reclamation review and adoption. The NOFO specifies minimum qualifications for this role, including at least five years of NEPA document preparation and project management experience, a relevant bachelors degree, knowledge of NEPA/CEQA and related federal and California requirements, familiarity with federal agency procedures, and strong communication and organizational skills. The Environmental Compliance Manager also plays a role in project selection and must ensure applicants budget adequately for compliance work (often around 10 percent of project costs) and that subrecipients retain qualified staff or consultants for tasks such as NEPA analysis and cultural resource survey/reporting.

The types of restoration projects anticipated for subawards include riparian habitat restoration, water conservation measures, instream habitat improvements, instream barrier modification for fish passage, fish passage improvements at stream crossings, fish screens, and watershed sediment reduction actions in areas where fine sediment is a major limiting factor. Across all of these, the Program Administrator is expected to monitor implementation, track progress and outcomes, and maintain close coordination with Reclamation, including providing bi-weekly status updates focused on environmental compliance progress, upcoming deadlines, issues and risks, correspondence summaries, expenditures, and changes in points of contact.

The period of performance is five years from the date of award, with an anticipated end date of September 30, 2026. The original closing date listed for applications was July 21, 2021. Applicants must submit standard federal forms (SF-424, SF-424A, SF-424B, and SF-LLL if applicable) along with a complete application package that includes a title page, table of contents, and a technical proposal capped at 30 pages, plus a budget narrative, funding plan and letters of commitment, environmental and cultural compliance discussion, permits/approvals information, letters of support (including land manager/landowner support where relevant), and a formal resolution authorizing participation from the applicant’s governing body. The NOFO is also subject to Executive Order 12372 intergovernmental review requirements in participating states, and Reclamation will conduct integrity and performance risk reviews for awards over $150,000 using SAM/FAPIIS information as part of its applicant risk assessment.
