The overall purpose of this funding is to support sustainable development and strengthen mutual understanding by expanding access to resources connected to American culture and values, study opportunities in the United States, and practical workforce skills, particularly English language learning and computer literacy. All proposed activities must be conducted at the American Corner located inside the Biblioteca Nacional de Mocambique in Maputo City, and applicants must choose and design a proposal around only one of the two program themes described in the notice.

The first theme focuses on digital skills and responsible online engagement through two related course offerings. Under this track, implementers would deliver a basic computer skills course for roughly 25 to 30 secondary school-aged youth, emphasizing the Microsoft Office suite and tailoring lessons toward improving day-to-day academic productivity and study support. In addition, implementers would provide a social media best practices course for up to 70 young professionals, covering practical digital safety and communication skills such as creating strong passwords, using two-factor authentication, recognizing malware and online threats, and understanding data privacy policies. A key aim of this social media component is to build cybersecurity awareness alongside general computer competency so participants can use the internet and social platforms more safely and effectively. For this theme, total funding available is USD 5,000, broken out as USD 2,000 for the Microsoft Office-focused computer skills training and USD 3,000 for the social media best practices training. The American Corner will supply the venue, computers, and internet access.

The second theme centers on English instruction for education and economic empowerment. Funded projects under this option would provide English language lessons to two separate cohorts of 30 young Mozambicans each, with the goal of strengthening existing English proficiency to improve access to educational pathways and better job opportunities. One cohort should be university-aged students, while the other should be young professionals working in the tourism sector. Beyond language mechanics, the program is expected to incorporate content that promotes American values and integrates professional and academic success skills such as critical thinking, time management, and public speaking. Applications under this theme are expected to clearly explain the teaching methodology, the materials and equipment to be used, and any online platforms or websites that will support instruction for teachers and learners. As with the first theme, the American Corner provides the venue, computers, and internet. The funding amount available for this theme is USD 6,500.

Across both themes, the intended participants are young Mozambicans generally ranging from 18 to 30 years old, and proposals should be designed with gender diversity in mind when recruiting and selecting participants. The award instrument is a grant, funded through FY23 Fulbright-Hays American Spaces Support Funds. The anticipated program start date is October 1, 2023, and all proposed activities are expected to be completed within a 12-month performance period.
