Opportunity Information: Apply for STX 100 TM 22 GR001
The Democracy Commission Small Grants Program is a competitive small-grants opportunity run by the Public Affairs Section (PAS) at the U.S. Embassy in Ashgabat (U.S. Department of State). It is designed to strengthen democratic institutions and civil society in Turkmenistan by funding projects led by local nonprofit, nongovernmental organizations (NGOs), nonprofit civil society organizations (CSOs), and independent local media. A notable emphasis is placed on partnership-building: applicants are strongly encouraged to submit joint proposals (for example, a regional organization partnering with an Ashgabat-based NGO) so projects do not operate in isolation and instead leave behind stronger networks and more durable civil society capacity.
The Embassy is soliciting short Statements of Interest (concept papers) that align with one of two priority themes. The first theme, NGO capacity building, targets the practical constraints facing Turkmen civil society, especially outside major cities. The notice highlights that many organizations, particularly in rural areas, lack core capacities that limit their effectiveness, and that the NGO registration process is difficult to navigate. The program seeks projects that help build more inclusive and accountable democratic practices by improving understanding of rule of law, civic engagement, advocacy, and human rights; strengthening organizational skills such as strategic planning, program design and management, monitoring and evaluation, communications and public relations, partnership development, and financial sustainability; and increasing cooperation between rural civil society and local government. The overall goal for this theme is to develop strong, representative, and independent CSOs that can respond to social needs, improve accountability, and help deter corruption. Target audiences include urban and rural NGOs (including youth organizations), youth and university students ages 14 to 28, families and community leaders, and local and state government officials. Example outcomes and targets proposed in the notice include engaging institutions that report positive organizational changes, expanding youth awareness of civil society careers through debates and speaker programs, supporting civic education and youth leadership initiatives (including regional initiatives tied to environmental challenges and accountability), improving rural access to public services through civil society-government partnerships, helping rural CSOs build communications strategies using traditional and social media, and improving networking and mentoring among rural NGOs working with youth, women, and other underserved groups.
The second theme, Advancing Human Capacity and Entrepreneurship, focuses on youth socio-economic empowerment as a pathway to greater opportunity and resilience. The opportunity description points to economic instability, limited opportunity (especially in rural areas), poverty, labor migration, and pandemic-related economic pressures. It frames English language skills as a key gateway to higher education and better jobs, including access to U.S. universities and broader professional opportunities, and it pairs that with entrepreneurship and workplace skills as practical tools for economic independence, particularly for vulnerable populations. The goal under this theme is to support socio-economic empowerment of youth in Turkmenistan through educational and professional development opportunities. Target audiences again center on youth and university students ages 14 to 28, along with their families and community leaders, local and state government officials, alumni, and underserved populations, especially in rural regions. Illustrative objectives include improving English and academic preparation for recent high school graduates, delivering debate/speaker/leadership and entrepreneurship programming, providing entrepreneurship training and mentorship (and potentially internships) for rural young women and men, expanding understanding of sustainable business practices through mentorship and exchange-style learning, and training youth entrepreneurs to use online or digital resources to promote their businesses.
Applications begin with a first-round Statement of Interest that must be no longer than three pages total, including a short budget. The Embassy is explicit that submissions must closely match the stated goals, objectives, target audiences, and geographic focus, and that noncompliant submissions will be deemed ineligible. Each Statement of Interest must clearly specify which priority theme it addresses, identify the intended audiences and geographic focus, explain how the project will create a multiplier effect and remain sustainable beyond the grant period, state measurable outcomes to be achieved by the end of the project, include an outcomes plan (including social media outreach and monitoring where relevant), and provide an approximate funding request with a brief budget. Required formatting points include submitting in English, using U.S. dollars for the budget, and providing authorized signatures where required; applicants may use the provided templates referenced in the notice.
Submission is available through two channels: by email to PASAshgabatGrants@state.gov (with the funding opportunity title and number in the subject line) or through Grants.gov (with technical support handled by the Grants.gov help resources rather than the Embassy email). The deadline for the first-round Statements of Interest was April 11, 2022 at 11:59 p.m. Ashgabat time, and the notice states this was a firm, non-rolling deadline. Award details listed in the opportunity summary include an award ceiling of $30,000, an expectation of around three awards, and an instrument type described as a grant or cooperative agreement under CFDA 19.900, issued by the Department of State, U.S. Mission to Turkmenistan, under Funding Opportunity Number STX 100 TM 22 GR001.Apply for STX 100 TM 22 GR001
