DOE planned to make awards as cooperative agreements under the Energy funding activity category (CFDA 81.086), and eligibility was listed as unrestricted (open to any entity type, subject to any clarifications in the FOA text). Tier 2, Proof of Concept (expected TRL 3-5), offered a DOE federal share ranging from $750,000 to $2,500,000 and supported more advanced R&D and testing, such as prototype or bench-scale validation, analytical and laboratory studies to confirm predicted performance, modeling and simulation, engineering studies related to scale-up, and feasibility testing of key elements of the technology or process.
The FOA process included a single informational webinar intended to cover standard EERE/FOA procedures, with no new technical information and no Q&A during the session. Attendance was explicitly described as optional and not a factor in application review. The webinar was scheduled for January 5, 2017 at 1:00 PM Eastern.
